In 1948, Mayor William Hahn designatedWhittier Boulevard—then called Broadway—the first pedestrian mall in America with shopping areas open to all passersby rather than just those who had tickets or permits from businesses that controlled access rights. When Interstate 5 was constructed six miles east of downtownLos Angelesin 1961,Whittier saw some Ofits-related growth: The old naval base became home to Southern Cal Poly University’s School of Veterinary Medicine; Meanwhile, many businesses closed down around Main Street while others moved into newer buildings or relocated elsewhere within Downtown Los Angeles limits

In 1860, when Valley Cities Act No ATF 443 created new areas within Los Angeles County including parts of Pasadena and Linda Park making Whittier into one municipality with a population increase above 10%. During Reconstruction following America's Civil War Whittier experienced rapid growth with 300% growth rate between 1881-1892 due to labor migration fromSouthern states such as Alabama and Mississippi during Reconstruction period; however by 1893 only 50% people still lived there because businesses had moved away or been bought out by other towns outside the area influenced by industrialization brought on by railroads moving westward from east coastUSA starting in 1861 followed by others such as Porterville who founded Porterville Municipal Utility District near what is today Midway Airport
