Whittier, California is a small town located in San Luis Obispo County, California. The population was 32,569 at the 2010 census. It is the most populous city in the county and one of its four cities. The seat of government is located in downtown Whittier. The first European to sight the area now known as Whittier was Spanish explorer Pedro Menéndez de Avila on July 17, 1802 while sailing through what is now Santa Barbara County. He named it Villa de la Real Cabeza de Cristo (Villa of the Head of Christ). In 1853, an act was passed by Congress recognizing Rancho Los Nietos as part of Rancho San Miguel del Corralito grant that had been given to Juan Bautista Alvarado for his cattle drive from Founding until 1800. In 1872, Mr. James Fenton purchased lots adjoining rancho Los Nietos from José Joaquin Peralta and started to build a house on them known as "Fenton House." In 1902 he subdivided these lots and built two more buildings which are still standing; one called "Old Fenton" and another called "New Fenton". Fenton also started growing oranges in his orchard which became world-famous because it could be grown without irrigation using only sunshine and rain water filtered through cedar trees on his property

In 1948, Mayor Don Armstrong announced thatWhittier would become an international center for air pollution control after becoming one of only a few U.S. cities to be certified by the United Nations Environment Program (UNEP). This led to rapid growth in environmental activism within Whittier and throughout California during the late 20th century and early 21st century. In recent years, however, Whittier has seen significant redevelopment efforts spearheaded by local businesses and developers which have resulted in challenges related to traffic congestion, rising rents and crime rates; while also creating new opportunities for residents across all income levels.
