The town developed slowly until 1865 when it hosted Expo'65 which showcased American technology against European competition. In 1932–1933, Westminster was hit hard by the Great Depression which caused joblessness among its civilian population but also brought about economic development including the creation of two large citrus groves: Citrus Heights (opened in 1935) and Orange Coast (opened in 1936). This growth allowed for downtown annexation by Westminster in 1951 followed by further annexations during subsequent decades until there were just over 100 housing units inside downtown limits as of 2015.

In 1897 when it merged with the Village of Huntington, Westminster had an estimated population of 2500 people and included 6 miles² (approximately 10 square kilometers) of land comprising 7 hamlets: Amherst Heights, Arlington Heights Northside Mesa Hills Euclid Oaks Glen Mills Southside Greenwich Woods Willowbrook Farms". During World War II Westminster served as headquarters for United States First Army Air Forces Ninth Air Force until May 1944 when it became Eighth Air Force Headquarters located at Goodyear Airport adjacent to Disneyland Resort." "In 1951 Westminster voters passed a resolution asking for annexation by Orange County because they saw no other alternative for their growing city."
