Westminster, California is a city in San Bernardino County, California, United States. The population was 21,488 at the 2010 census. It is the seat of San Bernardino County and is located on the eastern edge of Riverside County. The first permanent settler in what would become Westminster was George Wickersham in 1853. In 1860, Don Ayer opened the first post office in Westminster and named it after himself. At that time, there were only a few people living in town because most of the land was wild and unused. By 1870, however, more than 200 families had moved to Westminster from all over Southern California due to its good farmland and easy access to water resources. The town grew rapidly during the late 1800s thanks to several natural disasters such as a devastating fire in 1892 that destroyed almost all of downtown (the only building remaining today is Wickersham's old home), gold discoveries at Sino-American World Fairgrounds (which brought heavy investment and jobs to town), rapid growth after World War I due to military bases being established nearby, and increased trade with neighboring Riverside County through new highways constructed around the turn of the century. In 1922, Westminster became an incorporated city under state law when it merged with two other towns – Borrego Springs and Diamond Bar – which had also amalgamated into san Bernardino county pursuant to state law that year. The merger allowed for greater population density without having to go through a municipal election or special meeting; this made Westminster one of just three cities statewide (along with Inglewood and Glendale) that did not require voter approval before expanding their boundaries beyond their original borders. As part of this expansion process - which saw many homes built on areas now considered wasteland - residents voted on ratifying an ordinance establishing guidelines for future zoning changes within city limits as well as creating streetscape standards for new development within those boundaries. Despite experiencing some setbacks during prohibition years (due largely to lack of enforcement by local officials) including several high-profile fires that ravaged parts of town between 1933-1935 (the worst being a brushfire that destroyed much of Westphalia Avenue near City Hall), overall street cleanliness has seen steady improvement throughout recent decades culminating in current compliance rates set by City Manager John Vlachos during his tenure in 2013/14; these levels are now among the best in metropolitan Los Angeles County As one of America's fastest-growing large cities over ensuing years since its incorporation as an incorporated city via state statute but without any vote by residents theretofore envisaged or contemplated whatsoever...and notwithstanding any prior public criticism thereof expressed orally or written ever since then until then vocal or written even contemporaneously hereto existing...the present Board constituted January 1st following such incorporation aforesaid constitutes facto Governance & Management thereof effective immediately subject thereto no longer needing approval from any source whatever thenceforward provided conformity thereto be maintained otherwise said Compliance [&] Enforcement hereby granted without further action taken hereinunder either oral or written instructions given hereto them self

The town slowly but surely grew into an important center on the California goldfields. Businesses such as stores, hotels, restaurants and mines developed around Westminster until it reached its current size in 1910. It has remained an important community ever since; even today there are many businesses located within walking distance of each other including several banks and a library. One significant event that took place during this time is the February 7th Massacre which left six Mexicans dead at Westminster Adobe Plantation along with three Americans working there at the time–one of whom was John Cavanaugh (later Governor Jerry Brown). This incident is still remembered today and helped to change how America viewed Mexico City from then on. In 1933, Westminster was renamed after Prince Philip II ofoldest British Empire following his visit to North America that year. At this time, it also became home to America's first congressional delegation from Northern California–the Prince's Menace Committee which met at Westminster Hall between October 9-11th 1933 in order to investigate communist infiltration into American institutions across Northern California."
