In 1916, when World War I started, many residents left for fear that they would be drafted into service. A few months later, on July 1st, 1916 (a public holiday), President Wilson ordered all residents of U.S.-controlled areas in Europe not to participate in war because doing so would "send a message to our enemies that we are weak". Many people chose not to leave or remain neutral during World War I but instead went into hiding orformed resistance groups such as the Red Cross Committee whichprovided food, rice and other supplies to those living under occupation by Germany or Austria-Hungary (). On October 15th 1914 three men were arrested for treason for refusal to sign up for military service despite being told by their parents not do so (). That same day two LDS missionaries were killed while on a walk around town after being mistaken for German soldiers ()—the first time missionaries had been killed since arriving in America (); this event helped spur efforts among some local Mormon leaders to establishesecrecy police forces ().
