Westminster is a city in San Bernardino County, California, United States. The population was 26,936 at the 2010 census. It is the third most populous city in San Bernardino County after Riverside and Torrance. Westminster is also the most populous city on the Central Coast of Southern California. A large part of downtown Westminster is within bounded by Topanga Canyon Boulevard to the north, I-15 to the east and south, and Winchester Road to the west. Other neighborhoods include North Park to the north-west and Westchester Highlands to the south-west. The original town site was located on Moorpark Avenue between Spring Street and Topanga Canyon Boulevard in what is now North Park. On November 15, 1853, Watertown (now Arroyo Grande) was incorporated as a separate town from Westminster with 7 residents; it was moved from its original site two years later when Arroyo Grande became part of Los Angeles County. In 1871, Dryden v. Woodward (a legal case which resolved land ownership issues between dryden heirs who had acquired portions of Rancho Niguel while it was still administered as an Indian reservation) led to additional incorporation of new areas adjacent to Westminster including Rancho Niguel Valley Village (to the east), Eastlake Heights (to the south), Willowbrook (to the west), North Park Hills (to northwest corner of North Park Boulevard/North Park Avenue) and Highland Heights (northwest corner of Highland Avenue). The post office at First Street near Foothill Blvd., founded in 1893 began serving parts of Westminster through 1896 before moving into its current location at Third Street in 1912. A fire destroyed much of downtown business district on October 14th 1909 during an afternoon thunderstorm that caused extensive damage throughout much of central San Bernardino; however no loss occurred within boundaries defined by then for which insurance could be obtained; this event remain oneof largest bankruptcy losses suffered by any municipality up until that time within U.S.. On October 20th 1916 local election officials certified results from all precincts reporting pursuant to a proposal made by Mayor Atherton which established primary voting districts based upon sex rather than residence due largely to social unrest following World War I with men increasingly enlisted away from home fronts while women gained political rights; these districts were used for all purposes subsequent elections including presidential nominations through 2020s despite efforts by some politicians over time unsuccessfully attempting reestablishment or update thereof because they perceived gender specific representation therein would tend not only disenfranchise female voters but also disadvantage male candidates running against female opponents particularly if those same women should win statewide office having no corresponding representation outside their own constituency thereby exacerbating gender inequity statewide comprising approximately 60%*female electorate statewide compared primarily 50%*male electorate nationwide *representation includes both elected officials as well as registered voters
