The name "Rincon" comes from Spanish meaning “hill” and refers to an area overlooking Candlestick Park on Golden Gate Bridge which became known as Rincon Hill because people could see across to San Francisco without having to go down into town The first post office opened at Westminster on July 20th, 1872 under the name North Beach (later renamed Sloat). On November 15th 1870, California Statehood became effective and upon passage thereof by Congress two days later, North Beach was changed to Westminster with territorial status On December 12th 1870 – just three months after statehood – voters deposited $2 per head against a proposed $5 fee for municipal services at Raton Canyon but this proposal failed when a majority voted no . A new ordinance allowing free electioneering within Municipal Districts passed 2/3rds majorities vote with only 1 abstention on March 24th 1871 making it effective The first school building that burned in 1904 was built near what is now Market Street . Classes started inside a barn before moving into their current facility on Geary Boulevard which served until 1928 In 1906 when MacArthur moved into government buildings nearby he requested that all his mail be delivered through San Francisco so local residents began receiving letters instead Construction started on Market Street between 10th Avenue & 11th Street NW during 1907-1908 becoming one block long with storefronts running parallel for about 100 feet before turning south along Irving Place towards Union Station . This intersection remains extant today as Market Street NE . The first public library opened in Westminster with branches opening at Moraga & Harrison StreetsNW during 1908-1910 followed by Daly City Branch during 1911-1912 Upon completion acquisitionenvelopment west side First Congregational Church located at 815 Second St NE which had been used as an animal shelter
