A group of Englishmen led by Captain John Sutter founded Stockton in 1847 on San Pablo Bayou near modern-day Chico. Sutter soon relocated his settlement to what is now east Downtown Stockton while he constructed a brick mill that could produce flour for local consumption and export to China. When Sacramento emerged as the new capital following Mexico’s cession of California to America in 1846, Sutter decided to move his business there since Sacramento had more seats in the state legislature than any other city or town within its borders at that time. After failing to obtain financing from friends or family members he traveled across North America visiting various mining communities before returning home with plans to establish a flour mill in Sacramento but died suddenly before completing those plans. In 1870 businessmen James Fenton and George Hearst purchased land south ofpresent day Westminister canyon from Father Gomez for $2 per acre (and paid no interest). They began building what would become known as Hearst Tower which still stands today across from Main Street (). Highway 99 ran through downtown until it was widened into freeway standards about 12 years later when Interstate 5 was completed bypassing Westminster entirely; this also destroyed much of downtown infrastructure including several banks which are still standing today along with many commercial buildings dating back to when Westminster was one small stop on I-5. On November 15th 1923 there occurred one of only two earthquakes ever felt within easy driving distance of Los Angeles proper – magnitude 7.0 - centered just northeast ofpresent day Covina off FM 1451 approximately nineteen miles north west from Downtown Los Angeles . Immediately following this earthquake people started leaving their homes early morning hours fearing an even greater quake yet remaining indoors because they did not have flashlights or candles! This event became known locally as "The Great Quake". Prior research has shown however that although there may have been some damage done both inside and outside dwellings due primarily to falling masonry particularly near underground water lines numerous businesses located downtown survived unharmed despite large amounts of dust created by both quake followed landslides occurringseveral days afterwards."
