In 1846, after years of war with Mexico over Rancho San Gabriel land east of Los Angeles, General Stephen Cahuilla ordered all Californians west of the Rockies to leave within six months or face military occupation. This order led to a large-scale migration of Californians across the border into what is now Orange County. Many people from East Coast towns such as New York City and Boston decided to move down into this new country because they saw no other way out. When news arrived about General Cahuilla's death at Adobe Hill in November 1850, many people began talks about whether or not they should follow him into military service. A group of men called "The Forty-Eight" formed around Captain George Fenton and decided that they would stay behind and keep control of Rancho San Gabriel land if needed. The Forty-Eight were eventually able to hold onto their land until 1862 when it became part of Riverside County under Governor Edmund Gage's administration as part of an effort to take advantage of Mexican land grants given away by President Polk during his presidency. During World War II, many businesses in West Covina were destroyed by bombing raids from Japan but few residents were killed because most residents had fled before the bombings started. West Covina was founded in 1887 by Captain George W. Smith, a USS Constitution owner and Commandant of the California Volunteers Infantry Regiment who had come to the area to help survey land for a new county.
