When Vista, California was founded in 1959, the city had only a few light poles and a few streets with streetlights. The first resident to move into Vista was Dr. Harry Hirschman, who started an optometrist's office on 10th Street. Three years later, the first public lighting system in Vista was installed on 3rd Avenue between Market and Central Streets. In 1965, construction began on the original civic center which included two blocks of Congress Street between State and Mission Streets. The new civic center included a large auditorium that could seat 1,500 people and three light towers that provided illumination for downtown Vista as well as all of Vista Mesa Boulevard north of State Street. In 1969-1970, the City Council decided to replace all of the old streetlights with new LED lights which were installed in1971-1972 at a cost of $2 million dollars. The city also replaced all of its streetlights with high intensity discharge (HID) lights in 2000 costing $10 million dollars. These new lights are more efficient than previous types of lights and allow for greater brightness levels while still providing enough range to cover most areas within Vista. In 2005, City Council decided to retrofit all of their outdoor public lighting systems using LEDs at a cost of $14 million dollars; this project is scheduled to be completed by 2020. This project will increase brightness levels by 25% compared to traditional LED lights while still providing adequate range for most areas within Vista. Since 2006, there has been an effort underway by the City Council to install smart meters in each household in order to better understand energy use and provide information about energy bills along with other amenities such as cooling or heating needs during different times of day/year
