Visalia is a town in Inyo County, California, United States. The population was 3,715 at the 2010 census. It was founded by Mexican immigrants in 1846 as part of the Rancho Cucamonga Rancho San Antonio de la Palma estate. From 1879 to 1861, Visalia served as the capital of California. The current Visalia Mayor is José Hernández and it has a council-manager government system. The area now known as Visalia was first inhabited by the Mono people who lived here for centuries before converting to Christianity in 1821. In 1846, following Mexican independence from Spain, Alvarado had land grants given him by Governor Manuel Micheltorena which included what is now Inyo County and part of San Bernardino County. On February 14, 1847 – two days after Mexico achieved its independence from Spain – Miguel Angel Madero granted an overland route extending from Sonora through Baja California to Monterey Bay with intent to provide passage for American settlers heading westward during the Mexican–American War (1846-1848). This road would later be called Madero Road and become known as Highway 1 or simply "the trail." At first only men were allowed on these grants; however, women soon began arriving and working on the ranchos alongside their husbands or co-workers. By 1860, there were around 100 women living in Visalia with some 10 families working out of 15 homes within the original 2 square miles (5 km2) of town center that became known as "The Town." On December 12 of that year – one week prior to his inauguration as governor – Don Carlos Augustín Benavides received news that Mexico City had chosen Guadalupe Victoria alcalde (mayor) of Puebla over him because he did not possess enough votes among Mexicans who had ratified the new Constitution which took effect on January 1st that year. Benavides quickly organized a delegation including himself and traveled to Mexico City where he met with Emperor Agustín I and offered his services if necessary in order to keep Francisco Javier Obregón from becoming interim president due to lack of support from other important political figures within Mexico City instead electing another Spaniard - Manuel Micheltorena - instead Although Obregón accepted this offer Benavides decided not pursue further legal action fearing possible retribution against him should anything happen regarding his appointment should he fail. After weeks of reflection he notified Alvarado via letter dated January 10th that he would accept but only if Alvarado resigned effective immediately so Obregon could take office under Article V Of The Constitution allowing for such an event when vacancies occurred within Presidential cabinets caused by death or resignation etc.. Alvarade agreed knowing full wellObregon would never let him go without taking revenge upon him eventually leading to Benavides being impeached resulting in his leaving office 11 months later on December 31st 1865 Upon leaving officeBenavided donated all remaining land grantees still living inside The Town limits plus any additional grant lands eastward unto Butte Creek Valley where present day Cathedral Peak stands located outside city limits forming today's Big Bear National Park while retaining all title deeds theretofore issued including building permits issued thereto .
