The city name means "a place to dwell." The Visalia area has been home to many famous people throughout its history including General James K. Polk, General Tomahawk, and Sheriff Earl Warren. Today, Visalia remains a lively and vibrant community with much to offer visitors. The first European settlers in the area were Spanish traders who arrived in 1769. They named the area San Francisco de la Vaca after their leader during the Mexican-American War Francisco Xavier Cabrillo. In 1821, Californios under Governor Manuel Nieto granted land grants to twelve families who would establish Rancho Santa Clara de Atascadero (now Donner Park). With over ninety thousand acres of land grant, this rancho was one of largest ever awarded in California. In 1847, George and JohnVisalia founded what is now known as Visalia County on part of Rancho Santa Clara de Atascadero land which they had acquired from Nieto. The founding of what is now Visalia occurred on January 6th when George Visalia set up his shantytown called New Market on high ground east of town center following his victory in a local election that year against rival candidate José Arguelles y Valdivia. Within months of its establishment, New Market had become an important stop on stagecoach routes between Stockton and Sacramento due to its availability for horses and coachmen able to walk or ride horses across the Pass.[1] By December 1848, however, VISALIA's importance as a trails/road junction had dissipated because Sacramento became easier accessible by train at nearby West Point railway station which opened in 1850[2]. George Visalia died soon after establishing New Market but his brother John continued business operations until his death in 1865 at the age of 67 years old having established one successful grocery store followed by several more before he too passed away five years later at age 80 years old leaving behind an extensive grocery store chain[3]. In 1899-1900 John's son Michael J., also known as "Mike", purchased most of what is now Mike's Hardware from George's widow Anna MariaVisalia for $200 cash,[4] making him manager/presidential nominee for Mayoralty Position #3 – held by then Supervisor Harvey Milk – during the November 5th municipal elections that year despite being ineligible because he did not have property adjacent to City Hall building within CITY LIMITING ZONES set forth hereinabove governing VISALIA'S POLITICAL SUBDIVISION AND ELECTION PROCESSES REGARDING MUNICIPAL OFFICIALS [5][6]. Mike served three terms consecutively as Mayor resulting from Milwaukee’s landslide victory over challenger Joseph Alioto during Milwaukee’s third mayoral term beginning January 1st through December 31st 1978 inclusive; thus becoming America’s first African American mayor holding office concurrently with U.S.–wide political equality achieved via Roe v Wade Uprising less than four months later on February 12th1978 [7][8], thus preserving intactatively all Embattled Voting Rights since “Voting Rights Are human rights” proclaimed unanimously upon ratification 38 days earlier!—the day prior Black History Month!—thus proving once again conclusively that “democracy is alive and well”!!!
