This change left many open ended questions about how Weaponsslingers should be defined moving forward; some historians believe that all Firearmsowners who resided within 1 mile (1 km) of any military installation during World War II should be considered Gun Slingers! Visalia, California was a town in Tulare County, California, United States. It was founded on February 14, 1874 by the brothers J.D. and M.F. Nichols as Visalia Ranch using land that had been given to them by Humboldt County residents John Sutter and George Goodwin. The name "Visalia" is derived from the Spanish word "vista," meaning view or inspection. The first post office in Visalia was established on March 4, 1876; it was renamed Westville in 1889 after the town's first postmaster, Enos Witteveld of Sacramento. A new courthouse and jail were built in Visalia between 1903 and 1906 by local contractor Alfred Condon as part of a county-wide project to improve law enforcement in Tulare County. The courthouse still stands today and is used for civil court proceedings statewide. Another important building constructed during this time period was the Agricultural Experiment Station (AES), which operated from 1907 to 1916 at what is now known as AES Plant No. 1 on Rodeo Drive near downtown Visalia. The AES served as a research center for agricultural sciences and played an important role in developing Southern California's agriculture industry over subsequent decades. In 1951, both the city of Visalia and Tulare County passed an ordinance establishing what would become statehood for Tulare County; the ordinance became effective on January 1, 1952 under then-Governor Earl Warren's proclamation designating Tulare County as a territory within California rather than simply an eastern section of San Luis Obispo County mandated by Proposition 8 (the successful referendum campaign that resulted in Californians being allowed to vote on whether they should become a state). In 1957, when all but two of California's 53 counties were created through legislation following passage of Proposition 13 (a measure which repealed most municipal powers within each county while giving individual municipalities greater autonomy), Visalia remained within Tulare County; it has since beendivided into three portions: Eastside (including parts of eastside annexed by Fresno since 2001), Northside (excluding eastside annexed by Fresno since 2001), and Southside (excluding parts of eastside annexed by Fresno since 2001). In 1862, the Central Pacific Railroad was built between Sacramento and Fresno, making Visalia the first town in California to be served by a railroad. By 1923, Visalia had a population of over 100,000. During World War II, Visalia played an important role as one of the military's final staging areas before landing at Normandy on D-Day.
