In 1892, the city of Visalia, California founded the Visalia Rifle Club. The club was formed to promote and protect firearm rights in the community. The first members were a group of men who had purchased rifles from local rifle dealers. The club held its first meeting at a hotel in downtown Visalia. The purpose of the club was to promote gun safety and education in Visalia. In 1905, the club changed its name to the National Rifle Association (NRA). NRA's primary goal was to encourage Americans to get firearms and use them for hunting, target shooting, and self-defense. In 1934, NRA merged with other national organizations to form the American Federation of Organized Labor (AFL). During World War II, NRA helped organize patriotic American citizens into military units throughout America. After the war ended, NRA continued its work as an advocate for gun rights. In 1957, NRA merged with other organizations once again to form what is now known as The Brady Campaign to Prevent Gun Violence (BCPV). BCPV's mission is "to prevent mass shootings by working together with state legislatures and Mayor Tony Blumenfeld in San Francisco"

The city of Visalia, California is home to the largest firearm industry in the United States. The city's namesake, General Ignacio López de Santa Anna, was a leader of Spanish America and played an important role in the Mexican War of Independence. After Mexico lost that war, he founded San Francisco as a capital for Alta California (the present-day state of California). In 1851, López de Santa Anna moved his headquarters from Mexico City to San Francisco and began working on building a navy to retake Mexico from Britain. He also founded the first school in what is now Visalia. In 1854, Don José Joaquín Cárdenas y Estrada organized a group of men called "Los Angeles Riflemen" to protect farmers east of Visalia from members of the Mexican government who were trying to invade their land. The riflemen became known as the "Lobos Blancos" or White Bulls because they wore white uniforms while attacking Mexicans. From 1855 until 1860, Los Angeles County was split into two parts: one part was rural and agricultural, while the other part was urban and served as center for commerce and education. During this time period there were several mass shootings in which people were killed with firearms by individuals who thought they were acting in defense of themselves or others
Visalia, California is a city in Tulare County, California, United States. The population was 27,843 at the 2010 census. Visalia is the county seat of Tulare County. It is located on the Central Valley of California and it lies about 122 miles east of Fresno and 50 miles west of Sacramento. The first Europeans to visit what is now Visalia were Mexican traders who established a trading post in 1821. The name "Visalia" comes from Mission San Gabriel Arcángel which was founded in 1797 by Father Francisco Javier Enríquez de la Vega and María Elena Margarita de Arce. enríquez de la Vega had emigrated from Spain with his wife María Elena to meet her sister Joséfa García Cámpora at Mission San Gabriel Arcángel after hearing about her religious miracles while visiting missionaries in Guatemala City. In 1832, General Antonio Lopez Atanasio explored the Central Valley and named it after Governor Manuel Micheltorena y Peña who had sent him there with orders to establish an agricultural colony known as Rancho Atánaseguián (later ranches such as Rancho Frijoles). In 1836-38 General Gaspar Deguerre visited Visalia, Tomales Bay, Pismo Beach and other locales in the Central Valley during his campaign against Samba Empire general Juan Bautista Carrillo which led to Gadsden Purchase Treaty Between Mexico and Ulysses S Grant on August 14th1846 that ended Mexican–American War. Beginning around 1850, many mercantile families began arriving from New England looking for land near San Francisco where they could build homes and start businesses. They bought property east of town along US 101 until they reached what is now downtown Visalia proper where they built their first buildings on First Street between Elm and Girard Streets in 1852-53; this area now forms part of Main Street within downtown Visalia limits today. Most early businesses were groceries/ Provision stores run by men like James Fenton who operated out of his home on Third Street north of town until he sold it in 1865 to Winton Hargrave who ran one store south of town into the 1920s before moving across US 101 to become owner (and namesake)of Hargrave's Store dating back to 1897 when it opened at 711 E 2nd St inside old Elkhorn Hotel building on Plaza Square blocks northwest corner Second Avenue east of Ivar Peralta Boulevard
