Victorville is a small town in Kern County, California. It was founded on October 17, 1877 by W. H. Lyon and his brother-in-law J. P. Smith, who named it for General José Cámpora y Gómez, the Spanish general who had fought in North America during the Mexican Revolution. The name of the town was changed from Villa Zapata on May 2, 1886 to Victorville after General Cámpora's victory over Mexican forces at Cerro Gordo Hill near present day Fresno. The first railroad reached Victorville on December 15, 1881 when the Central Pacific Railroad reached it from Bakersfield via Needles and Mojave Desert foothills. A water crossing existed on Umpqua River near present day Madera before being replaced by an overpass in 1903; this became the only crossing open to both cars and pedestrians until 1966 when a new bridge was built across Siskiyou River north of town center which now allows trucks and buses access to town limits as well as vehicular traffic coming into town from Siskiyou Valley below In 1916 (the year following World War I), Victorville became part of Dooley City Limits which merged with Kern County on January 1st that year becoming one unified county with jurisdiction over all except Modoc County within its borders On July 16th 1912 an Agreement between the US Government and Mexican Nationalist troops led by Colonel Antonio López granted citizenship to Mexicans living within organized Mexican towns east of Bakersfield including those living within Dooley City Limits within Kern County without having to take any steps or providing documentation . From here onward residents were given "Citizen Status" rather than "Alien Status". This status allowed them some rights but did not give them full civil rights like Americans . However citizens could vote (and hold office) although they were not allowed to own land or drive cars . Citizens boroughs such as Victorville formed due to this lack of civic participation . A fire destroyed most of the building stock in downtown Victoriavillette about 1918 leaving much intact including several churches which continue operation today
