A post office called Healdsburg opened on December 12, 1875, and remained open until September 9, 1898. In 1902 George Hargrave started a cattle drive that crossed into Kern County from Fresno County. His herd of 4500 head of beef entered VictorVILLE in February 1903. In 1905 Pioneer Savings Bank became one of America's first commercial banksnote issuers when it printed $5 notes In 1916 Antonio Lopez organized a band of Spanish-American War veterans known as Los Angeles Legionnaires who attempted unsuccessfully to start a new city near Bakersfield Lopez moved his headquarters from Anaheim to VictorVILLE in 1917 after American entry into World War I . The city hall building burned down in 1951 but was rebuilt with adobe materials with an Art Deco theme In 1949 Gussie Howe began construction on what would become Howe Observatory which remains one of Coulter's most iconic structures today During 1960s there was heavy development here including housing projects built for military personnel barracks followed by retail buildings for citizens

This annexation created new pockets of rural development within Kern County that continue today as Unincorporated Districts of Victorville or VDOT areas served by local governments including City of Victorville; Township of Northglenn; School District No 9; San Bernardino Valley Unified School District No 7A; Sutter Creek Water District No 3B; Empire Water District No 1C Today's community began forming during World War II when many residents left their homes behind when Bakersfield became known as "the dumping ground for Californians". In 1945, after Japan bombed Pearl Harbor (), many people from all over California joined forces with United States forces fighting against Japan (). Many Japanese-Americans were rounded up and incarcerated at camps across America (). Only those who could prove they were citizens or aliens living abroad were given access to education or work opportunities (). After the war ended there were large numbers of new Japanese immigrants () => most notably Mitsuru Miyazaki (born 1922), who founded his own manufacturing company which still exists today called Miyazaki Manufacturing Company
