On February 12, 1879, George Washington Lyon incorporated the village of French Gulch into his new settlement in Inyo County as part of what is now Victorville. After lobbying from local farmers and others who wanted to see their community developed further into an agricultural center due to its strategic location neardefine major trade routes between east coast railroad lines and the Mexican borderlands (the Gold Rush had just ended), Lyon convinced county commissioners to incorporate the village as a full-fledged city on February 12th. The vote followed days of planning that spanned weeks and involved consultation with many different groups including merchants who already ran successful businesses in Frenchman Gulch; civic leaders from nearby Moon; representatives from scattered Methodist congregations within Inyo County; and members of both houses of the California state legislature which were then meeting in Sacramento at that time. Lyon initially intended for French Gulch to be only a stopover on his way eastward during his cattle drives but soon realized that this would not be enough: he needed more than just a place where he could stay overnight while out driving his herd; he needed something more permanent so that people could come live there permanently and start developing it into an agriculturally based community like himself had envisioned years earlier when he first came up with the idea for Victorville back in 1879. It is located on the eastern edge of the Inland Empire and is adjacent to Riverside County. The first European settlers in what is now Victorville were nine men and one woman who came overland from chaparral country near Palm Springs in 1879. They named their land "Victoria" after Queen Victoria of England. The town was platted in 1903 by Wm. Hite and Elisha Latham, both citizens of Riverside County. A post office called "Victorville" was established in 1903, and remained in operation until it was discontinued in 1959. In 1909, Public Works Director George Fenton built the first water tower west of Los Angeles on north side of present-day I-10 east of Victorville Boulevard (now south side). This structure served as a community pump serving all residents of north Riverside County until 1923 when it was replaced by an larger tower located east of I-10 just south of downtown Victorville The first school opened within the boundaries of today's city limits on May 1, 1912 when Mrs. Florence White opened Mt Zion School District No. 2 which included most that now makes up downtown Victorville including parts off Spring Valley Road which are now part of Riverside County On November 3rd 1916 General Pershing declared war on Germany; this event is known as World War I In 1917 local resident Harry Jorgensen donated land for a new high school which would serve all students from east to westchester counties . This school became known as Cal Poly Pomona High School and remains open to this day
