In 1875 Cisco Jameson bought 100 acres (40 ha) of Rancho San Jacinto from José Castro for $10 per acre ($160/km²). José Castro died suddenly on October 7th, 1875 and his will left all his property to Jameson. On November 10th Cisco Jameson deposited with the Recorder's Office of Los Angeles County the certified copy of his will which stated that he had purchased Rancho San Jacinto from Jose Castro for $10 per acre ($160/km²). On December 15th 1870 Census there were only three families living in Mendocino County when it was organized into counties; Mendocino (now Shasta), Butte and Siskiyou Counties were organized January 1st 1870 by Commissioners John Cushman and George Wright respectively. However because Union City did not exist until after county lines were set up it does not appear on any federal censuses or maps during this time period even though its population could be expected to have increased since then due to immigrants coming into town. According to one source Union City's incorporation as a city took place on November 10th 1880 when businessman Jorge Chavez donated 640 acres (24 ha), including 200 acres (80 ha) of water rights along with 30 buildings used for storage whiskey within five miles radius to the Board of Supervisors for the purpose “of creating an asylum” specifically referring to women and children admitted free under state law during a period known as “The China Boom” caused by overpopulation across Central Valley regions experiencing drought conditions brought about by El Niño events .
