Ukiah is a small town in California, located about 45 minutes north of Sacramento. The population was 2,868 at the 2010 census. In 1865-66 an army of Union troops under General George McClellan burned down most of Richardsons Landing during what is now called Battle of Richardsons Landing fought against Confederate forces commanded by Major General Peebles." Ukiah continued to grow rapidly until 1880 when a severe drought caused many crops to fail; damage totaled $100,000USD . Pogues Creek Dam was constructed across Pogues Creek in order to improve irrigation for farmers in surrounding areas; however this also led to increased flooding that affected Ukiah occasionally for several decades thereafter." The growth stopped completely around 1990 due primarily to dwindling resources (due mainly to climate change), although some revival has taken place recently with increasing attention paid both to cultural heritage (particularly wine) as well as environmental issues such as water usage among other things." Today there are only a few remaining buildings from prior times including Grants Storehouse which still retains some original features such as an old jail cell used by local sheriff at various points throughout its history," said historian Jeffery Wolkstein during an interview given at the United States Post Office Museum dedicatedto commemoration of 50 years since partofthe community moved away from its landlocked location on Granger Road." In 1907, Irwin died suddenly and was succeeded by his son-in-law John McLaren who continued the family's involvement in the business until 1912 when McLaren retired to become an agricultural farmer. In 1916, Ukiah voters adopted a new city charter which provided for an elected mayor and four councilors with responsibility for management of public works, education, housing, social welfare and recreation; it also granted authority to build a library and park system. In 1924 Mayor Waddell appointed Samuel Skenazy as head of public works after discovering that McLaren had misused government funds while running the store. Skenazy successfully opposed developers' efforts to change Ukiah's zoning laws which led to increased development around town while reducing access to its narrow streetscape. He also worked unsuccessfully against plans by developers to widen Highway 1 through town center but did succeed in blocking development along US 101 south of town limits. In 1938 Mayor Haggerty named John Fenton as head of public Works after finding that McLaren had again misused government funds while running the store; Fenton successfully opposed developers' efforts to change Ukiah's zoning laws which led to increased development around town while reducing access to its narrow streetscape. He also worked unsuccessfully against plans by developers to widen Highway 1 through town center but did succeed in blocking development along US 101 south of town limits
