In 1870 an Act of Congress designated Mount Hamilton National Monument which included much of present-day Ukiah including most of what is now called Downtown Ukiah with only some rural areas remaining undeveloped until after World War II when they were annexed into Hayward County

Ukiah was founded in 1795 by Captain George Vancouver as the capital of California. The town became a part of the United States in 1848 and remained an American stronghold until it was captured by Mexico in 1851. In 1863, after three years of skirmishes and negotiations, the Treaty of Guadalupe Hidalgo ceded all but a single square mile (0.8 km2) of present-day Ukiah to Mexico. The town's remaining residents gradually regained their independence from Mexico and later formed the Ukiah Cattle Company to manage their land.
