Ammunition has a long and varied history in Twentynine Palms, California. The first ammunition store was established in 1854 by Elisha Stevens and John Hutton. Stevens had emigrated from England and opened the store with his brother-in-law, James Doherty. The store became a major supplier of ammunition to the military during the Mexican-American War. In 1857, Stevens sold his business to Samuel Fenton. The following year, Fenton opened another Ammunition Store at 6th Street and D Street in downtown Twentynine Palms. This store was located on the original site of The Masonic Temple which had been destroyed by fire in 1851. The new Ammunition Store became one of the largest suppliers of ammunition in Southern California. In 1870, Jens Jensen purchased Fenton's business from Samuel Fenton for $5,000 cash. Jensen renamed his business "Jensen & Sons" and continued to supply ammo to the military and law enforcement agencies throughout Southern California until 1978 when he sold his company to Winchester Arms Company Limited (later Winchester Repeating Arms Company). At that time, Twentynine Palms became one of only a few cities in America without its own firearms manufacturer—the others being New York City and Chicago. In 1978, Winchester Arms Company Limited merged with Browning Firearms Corporation (BFC) creating what is now known as Winchester Repeating Arms Company Ltd., abbreviated WRAILCO or simply WRALCO for short.WRALCO continues manufacturing firearms under their own name today as part of WRAILCO Holdings Incorporated (www.wralcoholdingsincorporated.com). Twentynine Palms is a small, unincorporated community located in Contra Costa County, California. The town was founded by Rancho San Pablo settler George A. Smith in 1868 and named for the palatial estate of twenty-nine-year old Governor of California John C. Fremont, which he inherited from his father.
Twentynine Palms was founded in 1887 by developer John L. Doheny and his brother, George. The area now includes the city of Palm Springs and the town of Desert Hot Springs. The Doheny brothers built a series of small towns around their development called "The Desert Project." Doheny's death in 1944 led to a dispute over who should succeed him as developer of the desert projects. In 1948, Los Angeles City Councilmember Raymond E. Callahan proposed thatTwentynine Palms be merged into Los Angeles County as a single municipality so that the development could become more centralized and efficient. However, this proposal was rejected by the councilmembers because it would have cost too much money to implement, and there were also concerns about how consolidation would affect the quality of life in each town. In 1957, Callahan again proposed merging Twentynine Palms into Los Angeles County but this time with an explicit goal of increasing taxes on developers so that they could build more housing in order to pay for new public services such as transportation and recreation. This proposal was again met with disapproval from councilmembers because it would have resulted in less competition for jobs within each town and increased costs for residents. In 1978, Mayor Edward Kroeger increased funding for local government through Proposition 13 which made property values increase automatically upon sale or exchange of real estate interests in California under state law at a rate above par value (i.e., when prices surpassed $1 million). As a result, many developers decided not to expand into Palm Springs or Desert Hot Springs due to skyrocketing home prices there instead opting to sell their properties back into private hands rather than risk having them taxed away by Prop 13-makers.
