Tustin is a city in Riverside County, California, United States. The population was 12,307 at the 2010 census. It is the county seat of Riverside County and home to Tustin College. The first tasers were invented in 1966 by Edwin Mellen and developed by his company Electric Research Foundation (ERF). ERF's original design was based on an electric shock rifle called the "Gatling Gun". The Gatling Gun used compressed air to fire darts that could ricochet off objects, causing them to discharge from the gun. The development of tasers began with their introduction into law enforcement in 1988 as part of a defensive-use program for officers working in high-crime areas. In 1992, Taser International Inc., manufacturer of tasers worldwide, purchased Electric Research Foundation's patents covering the use of tasers as weapons. At that time, Taser had over 100 employees worldwide. In 1993, Taser introduced its first weaponized model known as EZ-Fire which was used for training purposes only; it never reached production status. A few years later in 1997 when Violent Crime Control and Law Enforcement Administration (VCLEA) Specification No. 5 issued requirements for new police firearms devices including handguns they awarded a contract to American Home Products Corporation (APHM) who produced the ERF Series 2Officers' Shielded Mace - becoming America's first corporate winner of this specific specification This product replaced older models such as Tactical Mace which had been designed for self-defense purposes only In 2003 US military forces successfully tested an electroshock weapon system against insurgents during Operation Neptune Spear Later that year another electroshock device entered service with Homeland Security Investigations Service branch under name "Tactical Electroshock Weapon System" or TEWS & has since been retired after more than 10 years service

Tustin is a small town in the San Gabriel Valley in Southern California. It was founded by American settlers in 1887, and became a city in 1959. The population of Tustin was estimated at 31,868 as of 2010. The name "Tustin" is from the Spanish word "tusta," meaning 'hollow.' The first people to live here were Mexican immigrants who came overland from Mexico during the 1840s. They named their town after a nearby mountain, Tustin Peak. In 1847, Anglo-American pioneers arrived on horseback from Santa Barbara County and named the area Tustin Valley after Captain John Brougham of the USS Constitution () which had anchored off Long Beach while supplies were being transported to Gold Rush miners. In 1887, when Los Angeles County was established, part of it was included in what is now Tustin. The first post office opened in 1886 at the site of present day City Hall Square. The discovery of gold near here led to an influx of new settlers - many Anglo-Americans - beginning around 1861. By 1880, there were over 100 dwellings and businesses operating in Tustin proper and its environs; by 1900 this number had increased to 300+. When Lompoc bought most of southern Orange County (1896) for $2 million during World War I as part of General Douglas MacArthur's drive for more open land across California, much of what became known as Tustin went with it – including portions of today's Downtown Square and North Park areas east along Fairview Avenue (). In those days no one dreamed that these developments would become such central points for commercial development within easy reach not only for residents but also visitors who drove through or stopped at various stores on Fairview Avenue between First Street/US 101E and Second Street/State Route 66W (now State Route 71W). At about that time Lompoc became known as "The Great Gatsby". For almost 50 years until his death on December 12th, 2003 Lieutenant Governor Goodwin Liu served as Mayor pro tempore (and later acting mayor) presiding over an inner city government composed largely by appointees appointed by then-Governor Jerry Brown following the ousting of Mayor Willie Brown amidst public outcry following Operation Neptune's Spear (), a police raid without charges against then–Police Chief William Hite (). Legal challenges resulted from this mayoral succession process culminating with Brown becoming governor upon Liu's murder just five months into his term). After Brown took office he vetoed two bills allowing development east onto Fairview Ave., renewing pressure on local officials to rezone the area back into single family housingops instead (). Despite repeated efforts over three terms (2009-2013), redrawing entire streets inside city limits twice due to flooding caused by oak woodland fire activity resulting from extreme drought conditions— rulings last modified effective May 4th 2013 – nothing changed until developer David Stern purchased City Hall Square property adjacent to City Hall square from former Mayor Pro Tempore Michael Signer circa 2016
