The VFD was initially called "Joint Services Battalion" but later became known as Tustin's first fire department because it served all of southern Orange County until 1907 when it shifted its jurisdictional boundaries northward to include portions of neighboring Riverside County. In 1923, Tustin incorporated as an independent city under State law 825 ILCS 5/6/1 et seq.; City hall had been originally constructed adjacent to Sutter Air Force Base east of Claremont Road on Yorba Linda Boulevard (now Menlo Park Boulevard). On July 14th 1932 Mayor Wernher von Braun paid a visit to City Hall where he met with then-Mayor George Condon about plans for nearby Palmdale AFB which would eventually become LAX airport Prior to World War II there were three small military airfields that dotted Tustin: El Toro Army Airfield (1927), Imperial Airport (1929) & Naval Air Station North Island Field #2(1937-1945).
