Turlock is a small town located in Fresno County, California. The population was 12,376 at the 2010 census. It is part of the Fresno-Madera, CA Metropolitan Statistical Area. The Turlock Irrigation District No. 2 was founded in 1892 and operates the district's water resources including irrigation, agricultural production, and municipal services to approximately 148,000 acres of land in central and eastern Fresno County. The community began as Humboldt Bay Settlement on the banks of the San Joaquin River about three miles (5 km) east of present-day Turlock. In 1887 or 1888 Private George Waddell established an early store on what is now First Street in town to serve settlers arriving from Humboldt Bay via ferries from Stockton and Sacramento Counties. By 1890 there were nine stores and a post office in town; seven were owned by men who worked for Waddell or his partners: C.W. Mason (1889–93), Fenton Dixon (1894–98), George Beal (1899–1900), John Jansen (1901–05), William Bliss (1906–07), Atherton Chalfant (1908–10), and Willard McClusky ( 1911). In addition to these general storekeepers, two other small businesses operated within town during this time period: an Odd Fellows Lodge No. 3 lodge built by local resident Isaac Meek between 1895 and 1897, which served as a meeting hall for townspeople; and an Academy Inn built between 1907 and 1909 by Capton Lyle with financial assistance from industrialist James Doolittle to provide lodging for workers visiting Turlock's mills during its heyday as a milltown.[1] In 1912 World War I veteran Addison Sheehan opened her first grocery store at 5th Street corner First Avenue after moving from Modesto;[2] she soon became known throughout the village as "the granter of groceries".[3] In 1923 Donny Lamb opened his first clothing store at 4th Street corner Third Avenue; it became one of the most popular businesses in town until 1984 when it closed because of competition from larger retailers.[4][5] The closure left turlock with only one Clothing Store per capita remaining until1984 when Town Council voted to open up more retail space within the confines ofTown Hall downtown which allowed more than one clothing Store per capita along Center Street downtown serving areas such as North Park & East High School districts that had been without commercial retail space since 1984 when their buildings were razed following voter approval for redevelopment plans that included demolition/construction inside those districts using Taxpayer Dollars intended for that purpose only![6][7][8][9][10] The advent of four large new shopping malls near Turlock – Unisense mall off I-880 exit 221 near Needles Airport Rd., Santana Brothers Mall off US 101 exit 163 just south of Enterprise Drive outside Placentia – caused many residents decided they did not need two Clothing Stores Downtown while others decided they would rather have more diversity among their local merchants than have just one dominant business type operating within their geographic boundaries
