Dixon established himself as a sawmill owner and small-town mayor before moving to what is now downtown Turlock in 1902 to become its first postmaster. In 1916 Dixon was elected Mayor after being reelected three times as a member of the City Councilmember representing District 1 (now Fresno). With his experience as mayor and community support, Dixon helped set up programs that would benefit local businesses such as providing tax breaks and creating an agricultural fair each year during harvest season; these events were known as "Dixon Days." In 1950 John Pemberton purchased properties north of downtown from Dixon for $1 million dollars making him one of the most powerful men in town at that time – he quickly become known for his philanthropy within town hall meetings where he would ask people how they could help improve their lives or contribute money to charity.
