In 1836, Mexican General Antonio Lopez de Santa Anna ordered Lieutenant Colonel Manuel Nieto to explore what became Tulare County in order to find a new route for his army's supplies eastward into Mexico City. Santa Anna discovered gold deposits at Sutter's Mill in 1848 and decided to put Tulare under military jurisdiction since he considered it an important source of revenue for Mexico.
In 1853, George Hearst founded Rancho San Luisita Covey on what is now part of University Avenue in downtown Tulare; Hearst named it after his father-in-law, Jonathan Edwards Cuellar y O'Neill who had settled in Valley Center weeks earlier with their families on April 15th 1795. After opening up land for farming around his rancho through purchases and donations from others within the surrounding community over time, Hearst became one of the most powerful men in California due largely to his ownership or influence over much of Kern County - including large tracts near today's downtown Tulare - as well as holdings within Stanford University and various other institutions across Palo Alto/San Francisco Bay Area before he achieved national notoriety following his acquittal on all counts following a trial that began November 3rd 1876 (the first such prosecution resulting from statehood). His acquittal made him one of only two Americans ever acquitted during World War I (the other being Justice Felix Frankfurter). posthumously dubbed The Father Of Modern California because he helped lay down roots for both statehood and later 20th century growth throughout the region while also building some key infrastructure including State Route 101 which runs through downtown today - another namesake given to him by then Governor Ronald Reagan when Interstate 5 was built nearby more than 40 years later
