Tulare, California is a small city in Kern County, California, United States. The population was 362 at the 2010 census. The city is located on the Tulare River and is part of the Fresno metropolitan area. It began as a missiontown in 1847 and became a town in 1875. In 1907 it became an incorporated city. The Tulare Valley was first settled by Native Americans in the late 19th century. A post office called "Tulare" was established in 1847, but no settlers arrived until after Sacramento's Chinatown opened up south of town in 1852. A group of entrepreneurs from San Francisco named themselves the Truckee Meadows Company and bought some land along the Tulare River for $5 per acre (1/4 mile). They built homes with adobe walls to support their herds of cattle and horses that graze on nearby hillsides north of downtown. By 1860, about 60 families had moved to what is now Tulare from around Fresno and other parts of Northern California; most were farmers who grew cotton, wheat, potatoes, fruit trees or hay crops. Water access was poor so they built irrigation systems using ditches dug into hillsides; today's streets are lined with water pipes that carry runoff away from these systems.) In 1865 company officials decided to move all agriculture operations northeast instead of northwest to find better soil conditions near Sacramento because there were not enough people living along the banks of the river for them to make a go of it as planned. So many people left during this time that residents coined their new community "Tulare" after one-time Lord Mayor James Waddell's hometown on Long Island which they thought would be less populated than where they were moving! The railroad reached Tulare by 1870; lumbering followed soon afterward from local miners who discovered rich natural coal seams under the valley floor. By 1888 there were over 100 businesses including flour mills, saddlery stores, blacksmiths' shops and hotels serving up everything from coffee beans to chicken feed before Prohibition made this type of business unprofitable. Businesses reopened during prohibition although prices for goods quadrupled due to scarcity (due mostly to lack of credit) rather than increased competition from bootlegging gangs which ran liquor sales openly out back without any state licensing requirements like those sellers had enjoyed since pre-Prohibition days.. Population growth continued until World War II when mining jobs ended and industry collapsed leaving unemployment rates above 50%. Afterward came several waves of migration: Japanese American war refugees coming after Pearl Harbor brought nearly 1 million people overland through Southern California; Mexican American refugees fleeing Porfirio Díaz's regime poured into Tularea duringthe 1970s following economic downturns elsewhere; Vietnamese refugees flooding through southern Orange County following Tet Offensive caused significant waves throughout Kern County introduced various cultural elements such as Saigon-era dress styles across much rural Kern County while also contributing economically; recent arrivals such as Latinos who have made their way through Central Valley Integration Programs like Hardship Assistance Program (HAP) started settling down here beginning in late 1990s following dramatic increases in poverty rates among Chicano/Latino youth statewide.).
