Tulare, California is a small city in Kern County, California. The population was 143 at the 2010 census. It is the county seat of Kern County and the only municipality in Kern County with a population over 1,000. The area now known as Tulare was first inhabited by the Ohlone people. The Mission San Francisco de Asís founded in 1795 grew up on what is now Tulare Boulevard. Rancho Los Nietos, patented to José Altimira y Costilla in 1836 and later sold to James Hahn, was located near modern-day Fresno. In 1859, Gold Rush fever caused so many miners to arrive that three civil wars were fought for control over the new gold fields: El Sobrante War (1859–60), Mono War (1861), and Tulare-Madera War (1862). By 1870, there were 2,500 men working in Gold Rush mining operations; by 1880 it had grown to 10,000. On November 1st 1889 an earthquake struck El Paso County making it one of history’s largest earthquakes ever measured from epicenter(6 Richter Scale). On October 16th 1893 two more earthquakes occurred damaging or rupturing several mines but no loss of life happened as a result of these events which led some people to call this period “The Golden Age” of American Mines because of this lack of disasters related to mining activities during that time frame. In 1905 cattle began being fed hay bales through an open ground feeder system set up by John Atwater just east of town on his rancho Las Flores where today's old high school stands. A wire fence topped with barbed wire surrounded this feeding ground until 1912 when electric fencing became generally available on ranches across Southern California following a demonstration conducted by Drury Ladd at University Field near Pasadena about 20 miles southeast of Fresno also using hay fedWire fences were introduced into Kern County during 1915 when local farmers became concerned about potential stock rustling due to recent changes in game laws affecting larger game herds grazing within their boundaries

In 1830, a portion of this rancho became part of the Mexican state of Contra Costa County. In 1847, gold began to be discovered in the area around present-day Tulare and other counties in California; this led to large numbers of people arriving in search of riches. The town of Independence was founded on October 15th, 1848 by Mormon settlers who had journeyed overland from Salt Lake City. Independence grew quickly due to its location within easy reach of mines and other resources that were available during the Gold Rush period. On January 20th, 1850, Congress created Tulare County along with Mono and Kern Counties as part as a result of Silver discoveries at Sutter’s Mill and Comstock Lode near Marysville respectively (the discovery ceremony took place at Sutter’s Mill). At its peak population size during 1860-1870 inclusive there were over 9300 residents living within boundaries delineated by San Francisco Bayou southward including present day TulareCounty limits eastward into Riverside County . By 1870 however smallpox had reached most parts of America so many families left for California that by 1880 only about 1800 individuals remained within original borders established by grant/sale/government decree which excluded much eastern Kern/Mono counties
