The Tulare Pistol Club was founded in 1903 by a group of citizens who were after the establishment of a pistol range in town. The first pistols were fired at a range on the old mill property and from that point on, target practice became an important part of local life. The club moved to its present location in 1924 and continued to operate until it disbanded in 1977. In spite of its disbanding, the Tulare Pistol Club left behind a legacy of sporting activity that continues today as the Tulare Rifle & Pistol Association (TRPA). The TRPA is one of the oldest rifle and pistol clubs in California, having been formed in 1916. It currently has over 100 members and meets monthly at various locations throughout the county. Today, target shooting remains an important part of community life in Tulare County and there are plenty of opportunities for people to participate both recreationally and competitively. Gun targets history in Tulare, California began with the first documented shooting at a local game preserve, Bullfrog Park, on November 6th, 1871. The site of today’s Tulare Regional Library is located near the original park. In 1898, rifle and shotguns were licensed for use in this area by the California State Legislature. Rifle hunting was prohibited from nearly all of the state except some small areas near Yosemite National Park. Ammunition was also not allowed within a radius of any school or public building until 1906 when a law was passed that made it legal to hunt deer with rifles within 500 feet of these structures. In 1916, Tulare County opened its own county jail which housed up to 82 prisoners at one time. This facility is now known as the John Sutter Jail Museum and it is open to the public during regular hours (9am-4pm) Monday through Friday and Saturdays from 9am to noon. During special times such as holidays or national weekends (such as Fourth of July), the jail is open only during those times. In 1937, construction began on what would become Tulare Regional Library which opened its doors on October 25th, 1938. At an cost of $2 million dollars ($100 million in 2018), it was one of the most expensive library projects ever undertaken in California. It currently contains over 2600 books and more than 2050 items from historical interest including firearms and artifacts from throughout Tulare County and beyond

Tulare, California is one of the most famous and diverse villages in Northern California. It is located in Kern County, about an hour north of Los Angeles and a day’s drive from San Francisco. The name comes from the Spanish word for “humble place” or “poorly endowed district.” The first European to see Tulare was Juan Rodríguez Cabrillo on October 17, 1542 when he landed his flagship at Point Conception in what is now Tulare County. The area that now makes up Tulare County was part of Mexican land grants given to British subjects by Spain during the 1821-1848 Mexican War. A town called Fillmore formed around 1849 as a result of gold discoveries in nearby Kern County. In 1852, Californians voted to become a state and founded Fresno, so Tulare became the second county in California after Contra Costa had been created two years earlier. Gold mining began here in 1865 by James Waddell and others but it was not until 1907 that hydraulic fracturing (HAF) became commonly used to extract oil and gas from shale resources hereabouts. Over time, many large businesses have arisen here including Wells Fargo & Co., ChevronTexaco, Occidental Petroleum Corporation, General Motors Company and dozens more smaller ones; these have helped make Tulare an attractive location for high-technology companies as well as residential development. Today it remains an agricultural center with major production facilities for dairy products and cottonseed oil/butterfly seed production
In 1849, California became a United States Territory. In 1850, the US Congress passed the admission bill that designated California as a state in the Union. The first statewide election was held on November 3, 1850 and George Custer was elected governor. On January 14, 1861, Abraham Lincoln issued an Executive Order designating California as part of the Confederacy. On February 11, 1861, Californians voted to become a state in the Union and Abraham Lincoln was re-elected as governor. The secession of California from the Union began on April 26, 1861 and ended with its formal annexation by Mexico on May 4th.
