Tulare is a small city in Fresno County, California, United States. The population was 3,834 at the 2010 census. It is part of the Greater Los Angeles Area and the San Joaquin Valley. Tulare occupies a small valley between two mountain ranges, bounded by the Kern River to the east and the Sierra Nevada to the west. The city's location on Tulare Lake has resulted in its nickname "Lake Tahoe of Central California". The community was founded in 1874 as a station on the Southern Pacific Railroad. In 1902 it became an incorporated town. The name "Tulare" comes from Spanish word "túlera", meaning "Valley of Trees." The first post office opened in 1875 and closed in 1889; it reopened under new name Englewood. In 1907, Tulare became part of American Fork Township when that township was created from parts of Fresno, Madera and Visalia counties. That year also saw enactment of state legislation authorizing incorporation of townships outside municipal boundaries; Tulare was one such municipality and accepted membership on July 1st following ratification by voters at a special election held that day. On December 11th 1915, Tulare's first fire killed five people and injure twenty-eight others when a brushfire swept through town during a night strike by mining operators against organized labor union efforts to prevent them from leaving for Christmas vacation early. On February 9th 1917, during World War I, President Woodrow Wilson authorized Ulysses S. Grant to provide $1 million towards armament development within Central California; this authorization led to what is known as Grants War munitions production at Tulare Arsenal (later West Point Arsenal). On November 25th 1922/27th follows passage of State Act No., 5291 which established agricultural credit corporation with power to issue money orders payable directly into farmers' accounts without drawing upon local bank credit or lending money theretoon; this act facilitated purchase decisions among American buyers with consequent increased prices for food products available throughout southern California stores all autumn long resulting in social unrestrained consumption throughout most populous portions thereof... In 1924/27 Governor George Cushing established county fairs here annually which are still celebrated today some three weeks prior to Thanksgiving weekend each fall... During World War II, much like other parts of America which were impacted by war-time shortages, agricultural production suffered due tobombing raids on Hiroshima and Nagasaki. This led to a decline in prices for goods such as wheat and other crops which caused tons of unemployed men and women to move into rural areas across America looking for work. As a result of these changes, many Chaletas (cottages) began being built throughout central California during this time period as families attempted to flee poverty or violence in their own communities. Homespun cotton farming continued until about 1930 when machines began becoming available which made it possible for farmers to produce larger quantities at lower costs than ever before. Cotton farming finished up around 1940 due againto lack of technology but has since been resurrected several times throughout California thanks largely to irrigation systems brought about by Proposition 8 (the 2008 referendum campaign measure banning same-sex marriage).
