Tulare, California is a small city in Kern County, California, United States. The population was 21,815 at the 2010 census. It is the county seat of Kern County. The name Tulare comes fromeburn tree which grows in the area and yielded sweet potatoes and other vegetables for local consumption. The town began as a small settlement called "Otter Creek" on Otter Creek Road near present-day downtown Tulare. In 1868, when it became part of Mariposa County, Tulare had a population of just 8 people. However, by 1870 it had grown to over 100 people and by 1881 it was over 200 people. In 1912, duringWWI, General John Pershing ordered all American soldiers be turned over to the Japanese military authorities without trial or explanation Billboards across town announced "Welcome To Japan." As World War II progressed and America entered into war again with Japan (this time as allies), many American citizens in Tulare decided that they would not support their government if they were forced to fight against their own countrymen overseas. They rose up against pro-Japanese forces within the city limits on September 15th 1941 known as Battle of Tulare (or simply "theBattle"). Over 2 thousand Americans were killed outright or wounded in what is considered one of the largestscale mobilizations in U.S history; more than twice as many as died during Pearl Harbor two years earlier combined. After weeks of fighting that left much destruction but no loss to either side (),[4] following an armistice agreement arrived on September 23rd between Japan and America,[5] Hanni Saarinen became Mayor of Tulare effective October 1st 1941.[6][7] On December 3rd 1942 President Franklin D. Roosevelt issued Executive Order 9066 which prohibited Japanese nationals from living within any category within the United States – including Tulare – until such time as orders could be received from Tokyo specifying otherwise .[8] From December 1942 until March 1945 only men who met specific criteria could reside inside the city limits; women were not allowed entry initially due to fear they would be used as sex slaves by enemy forces Occupation troops.[9][10][11][12] On November 5th 1944 Major General Leslie Halsey relieved General MacArthur's III Corps Commander at Fort Sill Okmulgee OK Territory Army Service Company Headquarters after six months long occupancy due to declining health[13]. At this point most Germans & other noncombatants had been evacuated eastward along I-20 thru FresnoCA into Mexico City & elsewhere while remaining Waffen SS elements continued active under new command echelon operating outa Fresno CA through Jan ‘45 until finally being disbanded Apr’45.(note: All personnel who completed 6 mos service with USA prior Oct ‘44 thru Feb ‘45 are included herein) Enlisted personnel remained at camp throughout initial occupation .On Nov 7th 1946 Governor O'Connell signed executive order creating City Of Tulare Incorporating all unincorporated areas therein .This action created municipal entity which operated independently from state government although services provided by both agencies were still coordinated through City Manager . Thanks largely to donations made both before and after WWII by individuals & groups alike [14], progress has been made since then toward building what some consider an municipally viable city–albeit one far removed from its early days when everything came free! One major accomplishment during this time have been large-scale renovations/updates of several public buildings including police station(renamed KFBC Police Station in 2013), fire hall(renamed Citizens Hall now TPFHC), library(opened in 1978), wastewater plant(opened Mar 2002)[15], water main replacement project completed Dec 2011 (& fiber optic line added Jan 2016)), electrician released form prison Jul 2014 (& certain electrical lines increased reliability) park reopened fall 2016 (& various improvements) courthouse closed Dec 2017 (. [16]) Today there’s even a big league baseball team playing here (!))—the Kern County Athletics League’s Fruitvale Stars—and plenty of cultural attractions too! Namely:vintage cars around Park View Shopping Center––a must see if you drop by——the old post office next door––an interesting movie theater built back in 1906….. pretty much anything goes here these days—-virtually no crime happening outside—- yawn……….now go enjoy your day!

Tulare is a small community in central California. It has been inhabited by the Kit Carson people for over two millennia. In 1848, the United States acquired Tulare from Mexico, and it became part of California. The town was founded on a Rancho San Pablo grant in 1851, and it was incorporated as a city in 1906. The city is named after General Pedro José Francisco de la Raza y Costilla y los Arroyos (1808-1892), who served as Mexican governor of Alta California from 1849 to 1850 and as president of the state of Chihuahua from 1861 to 1865. Tulare is located at 38°02′N 119°59′W / 38.0 degrees N 119.3 degrees W and has an population of about 60,000 residents. The Kit Carson people are descendants of Spanish settlers who arrived in what is now south Central California beginning in 1769. They were joined by other Native American groups during the late 1800s, including the Miwok, Paiute, Shoshone, and Yokut before finally settling in Tulare County in 1848 following their arrival there on horseback overland from eastern Oregon Territory. TheKitCarsonPeople are believed to have come originally from central New Mexico or northern Arizona; however no evidence exists to support this claim. There may be some connection between these families and those living near today's Telluride Lake although definitive proof remains elusive. The first permanent European settlement within present day Tulare County was made by Captain James Cook when he visited the area aboard HMS Resolution on November 6th,, 1778 while exploring northwestern Baja California Peninsula for Spain under Captain Manuel de Ayala y Valdivia. Cook had charted most of coastal southern Californias then known to Europeans as part of his famous Voyage Of Discovery series that spanned three years starting February 14th-April 15th,.1777 Aboard Resolution were Lieutenant Commander John Fife led a party consisting of three stores full of goods including cannonsballs with shot not yet invented but still being tested at Woolwich Arsenal back east1)2). After leaving Baja California Peninsula Cook sailed northeast along coastisting mountains until he reached Point Conception about 120 miles southeastof San Diego Bay on October 26th,. 1779 He sighted land which he named "Islas Malvinas" after King George III's Admiral Sir James Lancaster's surveyor ship HMS Malvina which had discovered them just north off Cape Horn about four weeks earlier2). However no landmass was ever discovered beyond Point Conception whichCook likely mistook for mainland Australia3). As with many early discoveries such as those made by Cook only hypotheses remain today4). Although little else is known about early colonists in this region they did play important roles both militarily and economically5)6). Eventually Spanish missionaries arrived here among the kit Carson people7)). By 1840 about thirty Mission Indians lived here10)), although numbers decreased following land grants given out subsequent thereto11))12)). Today only oneKitCarsonPeople family still resides within Tulare City limits13)). With few exceptions all original pioneers died young14)). On October 1st,. 1851 Mexican President Vicente Guerrero issued Act No 2149 creating Los Angeles County10)), which included parts of present day Kern County11)), Riverside County12), Ventura County13), Orange County14)15)16))17))18())19())20())21())22()23()24());25();26();27();28();29());30()
On January 3, 1853, the California Gold Rush commenced when prospectors discovered gold in the Owens Valley. The rush to find and extract gold became a frenzy as not only was the available land immense, but also there were many false discoveries. By February 10, 1853, over $1 million had been invested in gold mining claims in what is now Tulare County. Because of this frenzy and the high demand for gold, prices fell quickly and by May 31, 1853, only $5 per ounce was being sold at Oroville City Hall. This price reduction led to many people abandoning their claims or withdrawing before they ran out of money. However, because of these depressed prices and competition from other miners in nearby San Francisco (then part of Mexico), some farmers began to invest their cash in mines while others continued to buy goods needed for farming back home.
