Tracy, California is located in the Central Valley of California and it was founded by the Kumeyaay people. The first permanent settler in Tracy was Captain John Sutter who arrived in 1839. He named the place Sutter's Fort after himself and his brother-in-law, George Sutter. The fort served as a trading post until 1846 when gold was found at Tracy. The town began to grow slowly until 1851 when a railroad was built through Tracy and the town exploded into growth. By 1870, Tracy had a population of around 3,000 people and it had become an important commercial center with its own flour mill, sawmill, blacksmith shop, grocery store and school. In 1881, Goldrush came to Tracy and this led to rapid growth as miners hit the area for gold. By 1889, Tracy had 16 businesses with a population of over 50 people. By 1912, Tracy had over 100 businesses with a population of over 500 people. In 1916, President Woodrow Wilson declared Allendale County seat because of the growing importance of agriculture in the county. On July 1st 1925 however due to changes in state law all but two businesses within downtown were lost when their incorporation into San Bernardino County (the only business that remained within city limits). Tracy experienced some significant declines during World War II including being without power from 1942-1945; having few jobs during 1945-1946; experiencing high levels of poverty during 1946-1948; seeing many homes destroyed by fire in 1948; experiencing low levels of crime beginning in 1951; gaining strong economic stability beginning in 1957; losing most businesses beginning in October 1966 due to local political corruption scandals which ultimately led to Mayor Burt Hoyle's resignation effective January 1967 In November 1993 Mayor Jerry Demings announced plans for redevelopment downtown which included demolishing several buildings including the old flour mill dating back to 1850 while creating new office building blocks along Grant Street called "The Triangle". This redevelopment project failed to gain favor with residents or business owners who opposed what they saw as an intrusion onto their community resources without proper public discussion or notification leading up to or following the project announcement On November 10th 1997 City Manager Pat Fenton recommended that council consider moving forward with redevelopment plans for downtown which were eventually abandoned due to lack support among council members On December 5th 1997 Council voted not to pursue any further redevelopment plans for downtown & instead passed an ordinance amending city code so that properties adjacent thereto would be sold off if they did not meet certain criteria such as being used for housing & open space rather than being developed commercially . This ordinance effectively ended any hope of redeveloping Downtown Tracy
