In 1903, the name was changed from Tracey to Tracy after millionaire rancher Jesse Lasky donated $5,000 towards construction of a new high school with land he had reserved near his ranch east of town on High Street (now called Main Street). The first high school graduating class was reported in 1907; however due to World War I they did not receive diplomas until 1918 when classes resumed after Armistice Day (11 October). That same year saw another donation – this time $10,000 towards building an arena for sports which would eventually be renamed Southern Cal Polytechnic University (later CSU-Fresno). In 1923-24 there was an effort to establish a water system but it failed due largely to lack of funding and interest from landowners who did not see any need for such infrastructure given existing water systems in other parts of the state. In 1930-31 there was another attempt but again no success despite donations totaling up to $25,000 from various individuals and groups including Jens Christensen ($10), Harry Chandler ($5), Carl Gertz ($3),Williard Wolkowitz ($2) and George Maurer (1/4 share in First National Bank). Finally on November 2nd 1933 Congress passed Publius 22 - commonly referred to as the Water Act - giving impetus within California government for developing water resources On October 25th 1951 voters approved Measure V - dubbed "Water Bill" - making Tracy's dedication day On December 1st 1951 groundbreaking took place for SJVC replacing Tracey High School as Tracy's only public high school It opened its doors on January 17th 1952 with enrollment numbering 301 students OnJanuary 31st 1952 SJVC became Californ Westminster College having been established through merger between Trinity Western Community College (now UC Davis) and Shasta Valley Community College
