On July 4th 1984 at 2:00 PM local time,[6] City Councilwoman Linda Chavez handed out business permits that allowed development to begin on Second Street between Front Street and Park Boulevard;[7][8][9] this development is now known as downtown Tracy.[10] After years of planning and design work by developers such as Rudy Giuliani and Phil Anschutz,[11][12][13][14] downtown Tracy reached its Phase I completion in 2006,[15] marking an important milestone in the history of downtown Tracy.[16][17]:42
