In 1906, when San Francisco City Planner John McLaren designed new streetscape plans for San Francisco, he included a section for a downtown business district on his plan which would eventually become known as "the Embarcadero". The old commercial district adjacent to Main Street east of Third Street remain extant today as Downtown Torrance. Downtown Torrance experienced rapid growth following World War II due to various military establishments nearby including Naval Air Station Miramar/ NAS Fallon and Naval Weapons Station Little Creek/ NWSA Littlest creek which were then used as bedroom communities for Navy personnel stationed at those installations during wartime. However, during the late 1960s through early 1970s many programs associated with these military installations were discontinued or moved away from Torrance resulting in significant declines in its population. During this time period there also emerged a large student population living near those naval facilities making use of tennis courts surrounding NAS Fallon and Littlest Creek while cars parking lots sprang up near NAS Miramar/NAS Fallon storage yards used by Naval Ammunition Shipyards during peacetime times only to be converted into housing after hostilities ended. In recent decades Downtown Torrance has undergone a renaissance characterized by increasing retail selections along with continued redevelopment activity which has resulted in increased employment opportunities within its boundaries as well as newresidential development without regard to military or educational affiliations among their residents who have chosen instead to affiliate themselves with their local community values rather than those found at other nearby municipalities experiencing similar revitalization efforts..
On December 12, 1847, the first post office was established in Torrance. The town was named for Major General John C. Torrance, who distinguished himself during the Mexican-American War. In 1889, Torrance became a city and its first mayor was J.B. Sutter
