The first public school classes were held at the First Presbyterian Church on May 24th, 1902. In 1907, the Susanville School District was created and began to operate schools in the city. The first superintendent of schools for Susanville was Mrs. Clara Henson who served from 1907-1909. From 1909-1916, Mrs. Henson served as Superintendent of Schools for Butte County and then Sacramento County before she returned toSusanville to serve as Superintendent from 1916-1920; however she continued to hold office until her death in 1922). In 1925, Mayor Harry Prentice appointed Mr. Jerald Laughlin as Manager of Public Works with responsibility for all aspects of municipal government including water supplies, street repairs/maintenance and land acquisition/ Development within town limits In 1933 Mayor Prentice named John Witherspoon Sr., Asst Municipal Administrator with responsibility for all aspects of municipal government including water supplies (city water), street repairs/maintenance (municipal services), land acquisition/Development within town limits (newbuildings), refuse collection (street cleaning) and waste collection (garbage disposal). After serving two terms as Asst Municipal Administrator John Witherspoon Jr., succeeded him in 1934 becoming Deputy Mayor with responsibilities for Water Supply & Wastewater Department; Recycling Department; Street Cleaning Services; Land Acquisition/Development Dept.; Housing Development Dept.; Planning & Design Dept.; Garbage Disposal Dept.; Park Facilities Dept.; Business Licensing Dept.; Ferry Service Appropriations Committee On July 17th 1948 Mr .John Witherspoon Jr., became Mayor effective July 1st 1948 succeeding Harry Prentice who had resigned due to health reasons
