After 1935, shotguns became available at most public places subject to the following conditions: (1) they must be owned by someone over the age of 21; (2) they must be unloaded and stored unloaded in a place where it is out of reach of children; (3) they must be kept clean and free from obstructions; (4) they must be registered with the town or city clerk before being used; and (5) proof of purchase is required when surrendered to the clerk. In 1949, California Assembly Bill No. 527 proposed amendments to Penal Code Secs 1725-1730 which would have criminalized possession of any shotgun not possessed for purposes authorized by law or registered with the local sheriff. A hearing was held on November 10th, 1951 where it was decided that no changes needed to this bill because it had been previously amended multiple times without ever becoming effective

This opposition led to a series of amendments to the City Charter in 1957 that restricted excessive growth and generated more focused city governance; together with construction progress that led to increased housing prices,[3] these measures helped make Stockton one of North America's fastest-growing municipalities by 2000. Today, it remains one of North America's most ethnically diverse cities with over 50% non-Hispanic white residents[4][5][6][7] while its economy continues to grow based largely on services (finance, health care, professional services).
