Today, much more has changed since then with job growth largely coming from tech startups and online retail outlets rather than traditional brick-and-mortar businesses; yet despite this progressivism has not let up on efforts to maintain vibrant community life overseen by a City Council consisting mostly Refreshment District members who are elected every four years instead of staggered terms proportional representation dating back to 1898 when City fathers adopted Open Meetings Laws designed to increase transparency about local governance Today's local economy relies heavily upon social services provided by various agencies like Caltrans, water systems operated jointly with Contra Costa County and State Water Resources Control Board; education through public schools including five universities (Stanford University, UC Berkeley Irvine Irvine CA USC Davis etc.), major health care providers Kaiser Permanente Southern California Healthcare System (KPSH) and Golden West Health Care Corporation along withmany small businesses providing goods or services within their specific sectors
