In 1821, Mexican Governor Manuel Nieto decided to create two new counties within San Joaquin County: Los Angeles County and Arroyo Seco County; but he failed to get enough votes for both proposals. On November 3, 1824, Mexico ceded Alta California (the rest of modern-day California) to America through Treaty of Guadalupe Hidalgo; however, no boundary line was drawn between Alta California and San Joaquin County until August 12, 1846 when Mexican General Antonio López de la Peña divided it into sections as part of his plan to gain support from American ranchers for his effort to reestablish an empire in Northern California after losing control of Mexico during its War for Independence. In 1866 Arroyo Seco became part of Yolo COUNTY while Rancho Seco went into remission under United States administration beginning in 1893 until it reverted back to Mexican hands following World War II as part of Ranchos Redondo et al v US Government (1948).
