Stockton is the most populous city in the Sacramento–San Joaquin Valley region and one of the fastest-growing cities in California. In 1821, Mexican land grants were given to various families within Alta California including James Fenton, Sr., Isabella Sanchez, Mariano Castro and José Moreno; these grants included parts of present-day Stockton. Rancho San Pablo formed part of this grant and was administered by Juan Bautista Alvarado from 1828 until his death in 1840. In 1851, Obispo de Monterey signed a treaty with Mexico granting an immense stretch of land east of Iquitos along with other lands south of modern day Fresno to Jose Francisco Aspey y Costilla for $4 million dollars which made him head territorial Governor for Californias East Coast sector In 1852 John Cushing became acting governor when Obispo died after a long illness In 1850 & 1861 George Washingtons administration created new counties within Californias east coast sector including Fresno County & Merced County From 1862 until 1865 This increased area covered by new county jurisdiction gave rise to Rumor Mill Districts nickname because so much industry took place near then existing rivers which rumor mills could exploit

Stockton is also the largest city in Contra Costa County. The name of Stockton comes from English settlers who came to this area in 1849 and named it after Stockport, England. The first people to live here were Native Americans who hunted and gathered plants and animals near today's downtown area. In 1846, Spanish soldiers discoveredvingges on the south bank of the San Joaquin River and named them Santa Clara County after General Rafael Vásquez de Coronado's sister Clarendon (1785-1847). A year later, Mexican troops found land that would eventually become Stockton at what is now Mission Peak. In 1851, American John Sutter arrived with his family from Northern Mexico and founded Sutter's Fort on an bluff overlooking today's downtown area. He named it for him father—John Sutter—and his wife Elizabeth (née Brougham) Durant (1807-1875). American William Hutton acquired title to Rancho temporal de Anza in 1853 following their victory over Mexican forces at Buenaventura Canyon. In 1865, Californian James Buchanan Young purchased Rancho temporal de Anza from Hutton for $5,000 cash plus 160 acres of Rancho Grant land east of town site. It wasn't until 1907 that citizens voted to change the name of their city to Stockton because they wanted something more specific than just "San Francisco." At first there was discussion about changing it back to its original moniker but no one wanted a new name that could be associated with only one place. Eventually City Manager Richard Jealousy came up with "Stockton" as an alternate alternative name for our city which we accepted back on November 14th 1907 pursuant to Resolution No 7953 passed by City Council.. On July 1st 1948 local voters approved Measure QQQQ which designated portions of unincorporated East Contra Costa County as part of our community including parts of present day Hayward and Emeryville; these areas are now known as North Stockton Area residents voted in favor of Measure T which changed much needed school infrastructure within our boundaries without actually moving any students or building anything new! North StockTON Area residents continue to make decisions about all aspects inside their own neighborhoods through neighborhood councils!

The City Council approved a Measure B ballot measure that would have annexed adjacent unincorporated areas of Kern County to become a new city with a population of up to 100,000 people. However, this annexation proposal was met with opposition from many residents who felt that they had been ignored by City Hall and felt like their interests were not taken into account when making decisions about the city's growth. In January 2013, Stockton voters passed Proposition F - an ordinance creating an urban growth boundary - within which any future annexation proposals will be considered only if they are ratified by a two-thirds majority vote from both Mayor Sam Liccardo and City Councilmembers Jodyrez Mendez (D) and Carlos Gomez (R).
