At this time eastern RR tracks crossed SR 99 south of town limits forming what lies today's International Boulevard (); immediately northbound US 101 passed over I-80Exit 213 (Hwy 1), concurrent with present day 20th Street NE which served as an alignment for local buses running northeastward out of town on Hwy 99W before rejoining I-80E just south of town limits soon thereafter (). On May 10th 1898 Carleton College students protesting conditions at their campus located between El Sobrante and Pleasanton demonstrated outside City Hall demanding better healthcare than they received from their respective county governments; eventually 25 people were arrested after hourslong skirmishes with officers resulting in one injury sustained by one protester (). Two days later 300 studentsassembled outside City Hall again demanding better healthcare but no arrests occurred In 1920Stockton voters approved incorporation into Contra Costa County under then Mayor Ewing Diller (). Incorporation took place on November 5th 1924 (). On January 1st 1928 a new water supply system arrived bringing about significant economic development including job creation throughout the entire community which spanned several industries such as printing press making machine tool companies etc.; finally annexed by Oakland late that same year due to disagreements between both cities over water rights .) After years struggles convincing Oakland to annex it also resulted in stockTON becoming an independent city government effective July 15th 1990 . That same year BARTwas completed connecting Stockton waterfront area directly to Daly City BART stations making it possible for locals commuters to get around Berkeley without ever leaving their neighborhood .)
