However, this designation did not last long; after white Democrats won control of California's government at the state level in 1876, they engaged in efforts to expel all black residents from the city limits. This campaign led to violence and chaos that continued until 1880 when African Americans were finally allowed full access to municipal services with limited exceptions (such as education).
