At that time the city was located on the west side of San Francisco Bay and had a small arsenal. In 1854, Captain James Wickersham established a settlement in what is now downtown South San Francisco and began manufacturing Firearms for his new community. By 1860, handguns were being manufactured by J.W. Gibson and Sons on Market Street near Presidio Avenue. The first revolver produced in America was made at this location by Mr. Gibson in 1869-70 under license from King George III of England. Captain William Fenton established agunsmithy at 4th and Mission Streets about 1865 which continued to produce firearms until 1874 when it became part of Arents & Armstrong Limited Company with headquarters at 5th and Mission Streets; thenceforth it was known as Fenton Arms Limited Company Ltd.. In 1853, after years of editing and extensive debate amongSan Francisco's Board of Supervisors over whether or not to make it an incorporated town, voters approved incorporation with a 5-4 majority vote On February 25th of that year, Mayor John Fenton proclaimed "the City of South San Francisco" and named Elihu Burritt Mayor for that week with no salary or other benefits. In 1916 Supervisor James Wickersham became mayor when all other candidates withdrew from the mayoral election because they had been indicted for income tax evasion involving then Mayor Frank Pickering’s influence over Newmark Land Co., one of their constituent companies. Wickersham ran unopposed for reelection that year and continued to serve as mayor until he retired in 1931 due to health reasons On November 3rd 1932 Saul Alvarado became supervisor when Wickersham resigned effective December 31st following his death After serving two terms as supervisor, Alvarado was elected mayor on January 3rd 1937 after a three person race which included incumbent Harry Bridges . He served out his full term before retiring on May 2nd 1941 due to ill health replacing future Governor Ronald Reagan who also served two terms as mayor before becoming governor
