In 1868, a group of entrepreneurs led by Commodore John D. Stockton founded the city of San Francisco on the edge of the Golden Gate Bridge. The city was named for General José Joaquín de Malaga y Costilla, who had won a victory over Spanish forces at Palo Alto in 1846. Many of the early settlers were Mexican Americans who were ranch hands or tenant farmers. The City and County of San Francisco were incorporated on April 25, 1850. In 1863, California became an independent country following the Mexican-American War when Mexico ceded most of California to the United States. The City and County passed an ordinance that established public schools and prohibited discrimination against Mexicans in business or housing. During World War II, San Francisco played an important role in naval operations off Japan's coast. On December 7, 1941, Japan bombed Pearl Harbor killing 2,402 people and wounding more than 50,000 others including many American military personnel stationed there. America entered World War II with heavy casualties - almost one-third of all deaths during the war were from accidents caused by relatives or friends serving in the military (the "Tinian" Casualty Rate). The post-war years saw growth in jobs and population as new businesses began to open up around Market Street and other downtown areas; however crime rates continued to increase until they reached their peak during Mayor George Moscone's term between 1973 and 1978 due to a crackdown on drugs which had become rampant inSan Francisco at this time
