The city of South San Francisco, California was founded in 1847 on the edge of present-day San Francisco by Missionaries Juan Bautista de Anza and Pedro Fages. The town quickly grew to become a busy commercial center due to its location at the crossroads of two routes connecting Mexico City with El Paso and Juarez. In 1851, the city passed an ordinance establishing a Board of Supervisors to manage the affairs of the town. The board lasted only one year before being replaced by a mayoralty. The first mayor was José Joaquin Peralta y Valdés and he served for six years. From 1861 until 1865, South San Francisco was part of Ulysses S. Grant’s army during the American Civil War. After the war, South San Francisco experienced rapid growth as businesses began moving in from surrounding cities such as Oakland and Berkeley. By 1870, it had acquired a deep red color from brick production used in building construction. South San Francisco's rapid growth led to social tensions that would continue through most of its history. African Americans were prohibited from owning property or working in white businesses until after World War II; however, they continued to live in poverty and face discrimination throughout their interactions with society at large. This situation worsened during Prohibition when black people were forced into liquor stores without any opportunity for purchase or sale (the so-called "dry" period). The1920s saw some successes for race relations within South San Francisco; however, wider trends indicative of segregated America continued apace throughout much of this decade including Jim Crow laws prohibiting racial integration outside formal institutions such as schools and theaters. Despite these challenges, progress was made during the 1930s when Mayor Antonio Villaraigosa enacted several public works projects that improved streetlights, sewers, bridges, water systems and other infrastructure across southside neighborhoods like Hyde Park/Pleasanton/Larkspur/South Bay (now North Bay). During World War II both Japanese Americans living in southern California – located east of downtown – and local civilians were rounded up and incarcerated at Bataan Airfield military prison where conditions were harsh but not Auschwitz level according to some reports[1]. Estimates suggest that between 1942- 1945 over 200 Japanese American men died from illness or execution – about one third more than all US soldiers killed in action during World War Two[2]. As hostilities ended following Japan's surrender there remained significant residual damage done both physically by occupation forces who looted homes and businesses,[3] as well as emotionally by feelings among many residents which persisted into postwar years
