In 1959 an act of Congress designated portions of Southern California as "Promise Land" which would be given away free to residents if they could build homes on it – this area included much of what are now parts of downtown South Pasadena including North Park Ave., Old Sunnyside Road, Eastwood Boulevard, Elmhurst Drive and much of what is now Midway City creek bed. The volunteer fire department was organized in 1908 out of necessity because most local businesses did not have sprinkler systems or fire escapes. The first Chief was George Fenton who served from 1909-1920. From 1925-1948 Captain Capper Johnson led the department before he retired due to health issues in 1948 President Eisenhower appointed Captain John Witherspoon as Chief afterJohnson's retirement effective July 1st 1954 A new building was erected on former Loyola High School property just north Of Main Street following annexation by South Pasadena from Midway City on November 16th 1951 . That same year also saw initiation into the International Association of Firefighters Lodge No 2 #6 with Samuel Inscoe as its first delegate from America

However, this success also came at a price: social unrest that developed among economically disadvantaged black residents who felt they were being targeted for discrimination by white police officers. This violence led to increased patrols by police officers and increased tensions between races which continue to exist today
