In 1946, following passage of Proposition 14 which authorized annexation by Riverside County, developers began purchasing land east of Interstate 10 near Arroyo Grande for suburban development; this first phase included large homes developed along North First Street between Mesa Drive and Arroyo Grande Boulevard (now Rampart Avenue) while other areas remain rural residential today with few commercial developments visible except for Route 66 access roads running through them or nearby shopping centers such as Macy’s Department Store on I-10 just outside South El Monte limits today while businesses once located within walking distance have long disappeared due to gentrification processes that typically favor high-density development around transportation infrastructure rather than agricultural production
