South El Monte, California is a city in San Bernardino County, California. The population was 362 at the 2010 census. It is located on the southern edge of Riverside County and is east of downtown Los Angeles. In 1875 it became part of what was then called Southern California, and in 1907 it became part of Orange County. The first permanent white residents were Mexicans who had come to work on the railroad. After the 1906 earthquake destroyed much of downtown Los Angeles, some Mexican families decided to move into South El Monte instead and started a small grocery store. The first post office was established in 1916 in an old adobe building near today's University Avenue and G Street. In 1930, when Southern California was divided into district lines for political purposes, South El Monte remained within Riverside County. However, its share of the county's budget increased from 7% to 26%. This increase came about because many people still believed that Riverside County should have been responsible for all aspects of social life in south central San Bernardino County - including education, water resources, transportation and fire protection - while southcentral San Bernardino should have been split between Ventura and Kern Counties. In 1942 South El Monte voters approved Measure M which created Riverside-Orange Unified School District (ROOSEVELT). That same year also saw the opening of a new high school—South El Monte High School—in what had been an abandoned movie studio lot behind town hall. ROOSEVELT eventually offered comprehensive public education to all students in south central San Bernardino as well as parts of eastern Ventura County through campuses in Claremont (then known as Claremore) and Oxnard (then known as Orland Park). During World War II most manufacturing took place outside California due to wartime restrictions; however there were a few small businesses here like Little America Paper Works which produced bills for military service members or rationing stamps that could only be bought by mail order from other statesanthe war led to an increased demand for paper products here at home so Little America closed its doors around 1945 after 35 years in business
