The history of shooting protection in Soledad, California began with the first gun-related fatalities in this city on November 5, 1885. In that tragedy, John S. Paddock shot and killed his friend and neighbor George Forbes with a revolver he had been hiding in the closet. The tragedy sparked outrage among the community and led to passage of the so-called “Paddock Law” which banned handguns in Los Angeles County. In 1921, Soledad became one of the first cities in California to provide municipal police officers with firearms to protect their citizens from crime. Until that time, law enforcement in Soledad relied predominantly upon shotguns and rifles for personal protection. In 1936, rifle manufacturers imported a new type of rifle known as an automatic Rifle which allowed policemen to fire continuously while point-blank range was maintained. This innovation made it possible for officers to shoot at fleeing criminals who were dressed like civilians rather than taking them into custody using only handguns. Los Angeles County passed its own handgun ban effective January 1, 1938. However, localities such as San Bernardino and Riverside continued to allow handguns for personal protection until April 15th of that year when state lawmakers acted pursuant to a statewide ban on all weapons having anycapacity more than 10 rounds magazine capacity instituted by Governor Edmund G . Brownell (D). The purpose of this measure was to reduce gang violence throughout the state by making it more difficult for criminal elements to commit mass shootings within our communities. On October 2nd, 1934, Soledad became one of three cities – along with Pasadena and Agoura Hills – incorporated into newly created Kings Valley Park located east of Los Angeles City limits. Kings Valley Park was endowed with over 180 acres including portions of what is now downtown Santa Monica Boulevard and westbound Ventura Boulevard north thereof where today there are several shopping malls located adjacent thereto including Regal CinemasSoledad), Universal Studios Hollywood (now Walt Disney World)and Metro Video Mall(now AMC Theatres). Many men and women who would later make up California's population were born here in Soledad Valley during the war years – including John Sutter, founder of Sacramento County; George Hearst, publisher of The Examiner; and James Irvine, author of The Californio: A History of Californian Settlers (1897). The valley also served as a launching ground for someof America's most famous pioneers. Gold had been discovered on nearby Islay Mountain in 1849 and gold prospectors started pouring into Soledad Valley soon after that. Some key figures in this early stage of California history include Benjamin Foulke and Jedediah Smith. Over time, however, other factors increasingly overshadowed Soledad Valley's importance as a center for development within California. First came World War I which led to increased demand for goods across America; then came Prohibition which made alcohol more expensive than ever before; finally, developments around Los Angeles forced more people from central California towards Soledad Valley where housing was harder to come by.
