The influx of Mexicans created a tension that would be exploited by American miners until after World War II. The post office was established at Simi on December 12th, 1857; it was named for Revilla Victoria de la Cueva y Arroyo (1814-1877), who had been appointed Californio governor of Alta California by British North America after the Mexican–American War. The first postmaster was James Aiken. In 1860s and 1870s much of what is now downtown Simi Valley was built up in response to waves of new arrivals from Southern California: Irish Catholics from Corktown (); Italians (); Germans (); Japanese (); Chinese (). Many people who moved here were poor farmers who lacked access to education or land ownership so they worked off contract with local landowners for their housing and other needs such as food production. In 1863, the town of Simi valley became part of Rancho San Fernando. In 1875, rancho San Fernando and neighboring village of Sierra Madre were combined to form the new city ofSimi Valley. The city's first mayor, Manuel Nieto, served from May 1, 1880 until his death on February 17, 1887. City Hall was completed in 1886 and dedicated by Mayor Nieto's widow Dolores Huerta. The Huerta sisters are credited with bringing about significant changes to the city during their time as mayor and as heads of government institutions including theSimi Valley School District (now known as Moorpark Union High School).
